I guess I figure that while humans will 'use' tags, I hope not directly. I would hope that an interface would use additional information from the metadata formats to do some interpretation and allow users to work at the level they understand, not the system level. That is, I don't think that tags are the right language for authors, instructors, or learners, but rather some interpreted version of that will be supported through technology mediation.
I do think authors and instructors will need access to tags, just not directly. But then, one of my other hats is user-centered design advocate.
