I still very interested in the issue whether generic communication tool is
or is not a LO.

I'll argue that it is NOT. Email, conferencing software per se without
specific customisation to enable some educational intervention are tools -
general purpose tool. Like a pencil, such tool can have educational values.
But I would not call these "educational tool".

On the other hand, special features plus the generic tool can be an
"educational tool" if the special features help in "educational way".

When a special instantiation of the tool in a context is packaged, I would
say it is a LO.

An example may serve to illustrate what I am trying to say:

email is a generic tool.

Sim-mail (a sub-system within role play simulation generator) allos
moderator to read all email and intervene when a role is not "in character".
Sim-mail hence is an educational tool.

A simulation (together with scenario, properly configured roles, sim-mail
sub-system etc/) is a LO.

For those reading this list without reading my previous post, I was refering
to the role play simulation generator which is supporting the demos at
