One of the most important aspect of web-based learning is "learner
empowerment". If we focus only on course author to re-use LO, we are
limiting our views.

Tagging (with metadata, I suppose) helps resource discovery. Full stop.
Integration of LO into course is more than discovering that such a LO
exists.

I am a supporter of XML. Tagging takes a different meaning in XML. If
content is xml-enabled, re-using a sub-part of the resource is potentially
possible. But again, there is a lot of work to be done before we can see
any light at the end of the tunnnnnnnnnnnel.
