I agree with Clark that depending on the grain-size one is comfortable with,
collaborative tools (objects, system, whatever you like to call them) can
behave like a learning object. The issue is how you intend to use the tool.
If you are using a generic communication tool (a conference tool e.g.), I
think it is more likely that it is not used as a learning object. If you
incorporate a customisable tool (e.g. role play simulation generator), it is
more likely that it is used an object.
However, I don't think I'll treat such a tool (generic or otherwise) a
resource!
