The Book the 'Future of English' by David Graddol was published by the
British Council

ISBN 0-86355-356-7 in 1997.

It has a lot of details about all aspects of English language use in the
world at large and of the number of users of most of the worlds main
languages and speculates about the role of English in 21stC, but doesn't
have much on number of language LEARNERS.
