I am going to shut up on this issue for the moment (sigh of relief David?).
However on IFETS web pages you might note that there is a special issue on
"Evalauting Learning Technologies" in October 2000. I imagine the guest
editor would like contributions that examine a range of approaches to this
topic, and let debate ensue.
I have been prompted to delve into my memeory on this, and Helen has
reminded me of Steven Kemmis's work "How do Student's Learn" as part of the
evalaution of the UK NDPCAL Programme in the 70's. That evaluation
programme was quite seminal in its approach to educational evaluation, with
very interesting input from Barry Macdonald. Sadly this work is largely out
of print. It broke out o what was at the time characterised as
bureaucratic methodologies
