Exactly! My colleagues and I have been asked to evaluate the use of
technology in several different school districts. The hidden agenda is often
"help us justify the purchase of all this technology by showing it improves
learning." We give our standard response.

But. We have found that technology can change the way teachers teach which
does impact learning and achievement. For example, we are conducting an
evaluation in one school district where the teachers were trained in the use
of our NTeQ model (www.nteq.com) that employs a student centered learning
environment using problem-based learning. Also, each student has a laptop
24/7 the parents leased. When teachers used this approach, we have data
indicating they have changed their teaching methods--using a constructivist
oriented approach with a greater emphasis on higher level learning skills.
They will be the first to tell you that the computers did not improve
achievement. It was the strategy they used. The computers helped facilitate
the change in the teaching strategy.
