Of course but building a virtual learning environment is also non-trivial.
It is not about putting notes on the web and including some "flashy"
graphics.

The Guidlines I operate on http://www.qaa.ac.uk/dlg/intro.htm make no
specific remit to ensure your software works, but it is implicit in the
maintainance of standards that if one demnds something of a system them
the system should provide it.

Yes you have to update, yes you have to test for bugs. Running and
education system demands the same attention and rigour in care as any
other system. Should we accept anything less?

There is a concerted need to take the guidlines offered by the UK academic
community and convert them into a "standard for service provision" which
take educational context and then addresses the service requirements of
the technology.
However I am sure we should not accept "lowest common denominator" web
browsing
