This attitude will lead to their involuntary retirement.

There is no such thing as technology with "no end-user requirements." Paper
and pencil is a (very old) technology and requires certain end-user
capabilities.

The internet changes very quickly. What is standard one day is obsolete the
next. If you can't keep up with technology as a technology administrator you
will be beaten by those who can.
