My model draws on a SELF-LEARNING work experience, as systems and user

In my conceptual framework your three elements are:
1. what - matches well with your "1" (resource management process)
2. with whom - can be related to your "2" (self-learning process)
3. how - matches well with your "3" (objective sharing process)

This is a problematic area where an "implementor" (techie/digital)
mentality
and a "business" (not so techie/analogic) mentality seem to be divided by some
sort of (the ultimate ?) cross-cultural barrier.
