In recent years, the move towards delivering more course offerings via
Internet technologies has become the norm rather than the exception.
Academic institutions from small liberal arts colleges to large research
institutions are examining the ways in which they can becomes a part of
this paradigm shift in educational delivery.
In any long-term discussion of Web-enabled distance education, the issue
of Faculty compensation for development, preparation, and delivery of
these courses soon surfaces. This important component of implementing
effective distance education usually appears from time to time on many
electronic discussion lists and makes the rounds in hallway
conversations. There are recent discussions, such as the Chronicle of
Higher Education's Colloquy Live interview with Christine Maitland, the
higher-education coordinator for the National Education Association, in
which much of the discussion centers around the question:
"How can colleges fairly evaluate faculty members who want their digital
scholarship and teaching to count when it comes to decisions on tenure,
promotions, and raises?"

At Western Michigan University (http://www.wmich.edu), we have recently
negotiated a new faculty contract (http://www.wmich.edu/aaup). Part of
this contract calls for a significant revision in the way WMU
compensates (tenure, promotion, course releases, etc.) faculty who
develop and deliver "electronically-purveyed instruction." While the
original Article 30 deals more with courses delivered via videotapes,
CODEC, and other media, a committee representing both faculty and
administration has been formed to revisit and suggest revisions to
Article 30 (http://www.wmich.edu/aaup/99Art30.htm) as part of the new
contract.
As a faculty member of this committee, I would appreciate your
assistance. In particular, the committee is looking for existing
contracts or guidelines. If these are available on-line, would you be
willing to share a URL? If there is a document you could share, please
attach a copy to me. We are also interested in how other institutions
are dealing with issues of
Workload and Compensation
Intellectual Property Rights
Quality of Instruction Assurance
Support and Training
I know this is much to ask, but I will share findings and information
(unless asked by the sender not to do so) with all on the list after
receiving and compiling information. Please send responses directly to
