Dear PROMETEUS partners,
Dear research project coordinators,
Dear all interested eEurope contributors in the Education and Training area,

President Romano Prodi announced in December the eEurope initiative, aimed
at accelerating the uptake of digital technologies across Europe and
ensuring that all Europeans have the necessary skills to use them. To
achieve the eEurope objectives, the Commission has proposed 10 priority
areas for action with ambitious targets to be achieved through joint action
by the Commission, the Member States, industry and the citizens of Europe.

The Communication "eEurope - An Information Society for All", welcomed by
the Helsinki Summit, will constitute an input on 23-24 March to the Lisbon
Special European Council on Employment, Economic reforms and Social
Cohesion - Towards a Europe based on Innovation and Knowledge. A full
eEurope Action Plan is to be adopted by June 2000, with concrete targets in
all eEurope areas.

We now seek your contribution to the eEurope Action Plan preparation in the
areas of action: 'European youth into the digital age' and 'Fast Internet
for researchers and students', especially with regard to actions for
schools and distance education. We wish to thank you in advance for your
electronic responses to the attached open consultation.

OPEN CONSULTATION

for contributions by interested organisations/companies in the eEurope
areas of action : 'European youth into the digital age' & 'Fast Internet
for researchers and students', especially with regard to actions for
schools and distance education

Please send your contributions by email to : eEurope@PROMETEUS.ORG

All readers will find eEurope information and all the received
contributions through : http://PROMETEUS.ORG/eEurope

Contributions submitted through this open consultation by 21 March 2000 can
be viewed early in the eEurope Action Plan preparation.

All contributions submitted by 14 April 2000 will be considered when
preparing the eEurope Action Plan for the European Council in June 2000.

You would be kindly requested to structure your contribution into the
following six parts:

A. Please write your 'Headline' (max. 10 words) as your email title, when
sending to: eEurope@PROMETEUS.ORG . This is what readers will see first and
should definitely remember.

B. Please crystallize into your Summary (max. 100 words) the key ideas and
contributions of your message. This is the first part of your email
message´text. Parts A, B and C of all received responses will be included
in the overall Consultation Summary.

C. Your Contact Information, the second part of your email message text :
Organisation/Company; Postal address; Web address; Person signing your
response, including title, name, position and email address; Person
coordinating your response (if different from above), including title,
name, position and email
address; Web address of a possible multimedia version of your contribution,
if you wish to include for example graphics or images. (The use of this
supplied contact information is authorised only for eEurope related
professional purposes.)

RESPONSE 1: What should in your view be *the most essential actions on
local, regional, national and European levels*, by different actors
involved, to reach the eEurope targets within the areas of action mentioned
above - and to measure and evaluate accomplishments? What should the timing
of these actions
be?

RESPONSE 2: How would *your organisation/company be prepared to contribute*
to eEurope progress? Why do you believe that this contribution should be
interesting : Is this due to your special competence, experience,
content/context, services or technologies, related to the eEurope

What can you do for progress in this domain, in preparation for or in
addition to responding to this consultation?

I. Your organisation/company can sign the PROMETEUS Memorandum of
Understanding (MoU). You and your colleagues can personally join one or
more Special Interest Groups of the PROMETEUS partnership initiative. You
can participate at the next PROMETEUS meeting on 25-26 March in Leuven,

II. For information on the currently open Information Society Technologies
programme Calls for Proposals - in the Education and Training area for
action lines: 'School of Tomorrow' and 'The Learning Citizen' - see:
