Dear Maria,
I wouldn't say that standards for building Web courses exist today, but
_will_ exist in the near future. That is, a lot of standardisation activity
is taking place, both in Europe, as internationally, aiming to standardise
certain components of online learning. To name a few such components, there
is a proposal for a standard description of learning objects (LOM), a
proposal for what goes in a learner's personal profile and how it is
stored, a proposal for course sequencing, etc.
As far as I know, the 'official' European standardisation body that is
involved in this process is CEN, and more specifically the CEN's Learning
Technology Standardisation Workshop (find more somewhere under
http://www.cen.org/isss). A lot of related discussion is going on at
PROMETEUS (http://www.prometeus.org). You should also check out IEEE's LT
standardisation committee, at http://ltsc.ieee.org
Hopefully this are enough in order to get you going!

PS: I serve as an expert in CEN's LT std. workshop and would certainly
appreciate your opinion and input (and anyone else interested) with regards
to the proposals of the team of experts for specific standardisation
requirements. Bear in mind that these proposals will finaly go in the
workshop's report that will actually serve as a workplan for European
Union's forecoming standardisation activities.
