Off hand, I would say no. You have simply described a programming language
with some speech recognition capabilities. However, it sounds as if it
would be valuable to this forum to come to some common understanding of
what an Intelligent Tutoring System (ITS) is. I would defer to people
directly involved in the ITS field to give us our working definition.
