I too am a sceptic about the value of technology, especially information
technology. Information technology is a very young and immature discipline
which has discovered how to store large amounts of data and move that data
very quickly betwen people over large distances, but is still in its infancy
with regard to how to turn that pile of data into useful information.
In terms of research into the effect of technology on distance learning, see
http://teleeducation.nb.ca/nosignificantdifference/ if you haven't already.
