What we have here(in Dr. Owen and I) are two individuals on two sides of the
water missing each other's point of view, I reckon.

 I too do not believe in the existence of a "magic curriculum." However,
let me reiterate a reality that the 60 million students in American public
education face every school day. There is a mandatory or quasi-mandatory
curriculum for public school students, and university students who must be
accredited by national/international agencies in a general sense, like the
North Central Association, here In the States, which is more a less a
standard of credibility, and in a specific sense like NCATE, the National
Council for the Accreditation of Teacher Educators, for universities with
teacher education programs. Additionally, I should mention that many of the
U.S.' states have extensively mandated curricula which use the language that
I employed in my description.

I see your point philosophically speaking, but from the pragmatic point of
view of what so many educators face in their real, professional lives, the
concept of a mastery curriculum is entirely valid.
