Incidentally, I very much appreciated Robert Holloway's comments
indicating the emphasis being given to distance learning by legislators,
and the funds that are being pointed in that direction. At some point
funding agencies are going to require verification that the funds spent
on distance education are backed by sound planning, delivery and with
valid learner outcomes. Would it not be advantageous to have a
universal model in place before the questions start flowing? I like
the idea of a framework. But then comes the question: Would academic
administrators and funding agencies buy a "Framework" . Moses didn't
give the Israelites 10 suggestions. How does the academic community put
teeth into course design, provide academic freedom and flexibility for
those that build the courses, while at the same time giving them some
sort of road map that will insure a high degree of success. It appears
to me that most of the part of a model are already available. The major
issue may be recognition, concurrence and adoption.
