RE: priority list for ID elements
Why wouldn't "motivating the learner" be number one? My 34 years of teaching compels me to conclude that nothing is more important. A motivated learner will learn, despite the teacher if necessary. An unmotivated learner is a lost cause ("you can lead a jackass to water but you can't make him drink"). Many great captains of industry, and even prominent scientists, were poor students and only became successful when THEY became motivated to learn. Einstein is the classic example.
Another observation is that "good students do well, poor students do poorly," often in spite of what the teacher does. Good students are good in part because of native intelligence, but motivation is central to getting them or anybody to make the effort.
