To clarify, I don't believe charter schools are independent public schools in
most cases. Independent public schools are those school we Americans
normally call "private schools" but in fact are open to all comers on an
equal basis and deliver better education at a lower cost than government
public schools. But to your question: he who pays the piper calls the
tune...government public schools do what the government planners think best,
independent public schools do what parents think best. We will have
independent public schools when we we fund them thru tax cuts, not tax
levies. That is to say, educate a child, take a $7,000 tax cut (whether the
child is yours or someone elses). A modest proposal.
