Since I can't review the complete report I'm not sure but all location
references in the Infoworld article are referring to U.S. sites.
After my posting I received an e-mail from a list member employed by the
U.S. Department of Defense and
he/she (they only had the initials of their first name listed as author)
wondered where Gartner was getting their numbers too:
"...based on our data, less than five percent of DoD E&T is
technology-based, and in industry the percentage is less," he/she observed.
I guess, like most predictions, it all depends on whose crystal ball you're
looking at!
