Several years ago, a friend of mine worked on a project in
Africa that distributed solar powered and hand cranked
radios to villages that didn't have electricity. I remember
him saying that people wanted the radios because it would
give them access to information and educational
opportunities. My husband was a farmer who listened to a
science program on CBC radio every Saturday morning because
it was his way of keeping up to date on scientific ideas
and he could listen in the field, in the workshop or in the
house.
Based on this limited experience, I think that in places or
occupations where access to education is limited, radio,
television, and the internet are the only way for people to
continue to learn. Radio requires the least expense for the
user and is the most portable. It may not be the technology
medium of choice but it is doable.

What matters most is not the moment when the student uses
the technology, but how that use promotes improvement in
that student's education. - S. Ehrmann
