Mr. Sharma,

Thank you for this week's discussion topic, and for a very well-researched
paper!

I grew up in India and at the time UGC (University Grants Commission) showed
educational videos on National Television (Doordarshan), every afternoon.
The videos consisted of actual classroom lectures that had been recorded,
discussion forums or labs, covering diverse topics such as Chemistry,
Mathematics, History and English. I have two questions that relate to this:
1. Isn't it possible for the UGC to run radio programs as well, taking care
of your concern about "how does audio content outside of government control
reach the people it is designed for?"?
2. The TELEVISION has become a very popular entertainment tool in India, and
it is my belief that there is at least one in every Indian village. Won't
this be a more powerful delivery medium than the radio?

Also, when you propagate the use of radio, do you mean as a stand-alone
delivery medium and two-way or do you mean in addition to the face-to-face
teaching or posted notes? Do you know of any studies or articles where the
use of such a system has been carried out in the rural parts of India?

Lastly, I am interested in learning about the new online initiative at
IGNOU, and whether this has boosted learning in any way.

Thank you,
