Subject: [IFETS-DISCUSS] inter-university or cross-university course selection

I am Han Chen, a graduate student majoring in educational technology.I ask
some questions for my classmate. She is now busying preparing my graduate
dissertation,it is about "inter-university select course system". but now
she meet some obstructs.When she search on the web using the key word of
"inter-university select course",she cann't get the information she need.
Is the key word I search wrong? Which key word is proper ?
And she want to make a investigate(IT'S HARD FOR HER TO GET THIS
INFORMATION ON THE WEB):
In your own country ,college students can select courses in another
university or not?
if can ,what's the concrete process(flow) of it?
do those universities use some software systemor web applicaiotn to select
course or not?
If the student take the course in another university,who will give the
score?who will design the examination paper? and by which method the
university which the student studies(NOT ANOTHER UNIVERSITY)will get the
score?
