Subject: How much time spend on design and crearion 1h of on-line course?

Hello,

I've got a question concerning how much time have to be spent on
design and creation 1h of on-line course (average). I read an article:
K. Islam, "E-learning the Six Sigma Way", E-learningmag, 26 March 2003
where the author cited ASTD benchmark says 1h of on-line course 'cost'
200h of work...

What is included in such benchmark?
1) Installation and configuration:
 a) server (LMS, Data Base, Operating System,...)
 b) client machines (Operating System, Internet Browser, other
 third-party products) ?
 c) network (LAN, WAN)?
 d) authoring software?
2) Design of a course ?
3) Creation of a course ?
4) Implementation of e-learning solution - especially internal
preparation: information action, trainings, user support, ... ?

I'm trying to understand the meaning of such benchmark - how should I
interpret benchmark results of each e-learning solution?

I'm looking for examples/results of other benchmarks - thanks in
advance if you can provide me such information.

I am interested in investigating computer literacy in developing countries. Can you please help me with pinpointing some areas of research worth some interest.I only know that, and I think that it's hardly aguable, people agree that educational technologies will provide a key to the resolution of the problems of education on a continent like Africa. How can the introduction of these technologies in countries where 99.99% of people are computer illiterate? What are the technical, cultural and sociological problems that can specialists in this can be confronted with?These are just some questions. I am sure there are many more others.
