Oh... a fairly major oversight, my apologies!
The reference is:
Peraton, H. (1981). A theory for distance education. "Prospects", 11(1),
13-24.
Reviewing the paper, I must point out that Perraton used the term
'statement' rather than hypothesis. It is a paper well worth sourcing for
those involved with DE in particular.
