In Mark's paper there is a section: "Towards a common set of terms" with this:
Interactive “ there are two types of interactivity, indicative and simulative.
Indicative interactivity is typified by the use of button rollovers and site
navigation. Clicking a button to start an animation or turn the page is
indicative interactivity. Simulative interactivity is interactivity that enables
students to learn from their own choices in a way that provides some form of
feedback. The ability to select between different Web pages is indicative
interactivity; the ability to fly a virtual plane in a realistic virtual environment
is simulative interactivity.
I was in a conversation last week with some information systems and instructional
design professionals and I made the comment "One important principle is that the
system should support student interaction, with each other, with the content and the
tutor"

I was pulled up on the use of the term interaction. Someone said something like this:
"When you are talking about systems, I think of 'interaction' as the feedback, choices
etc as the human interacts with the stuff on the screen. That's what we mean by
interaction."

I have seen this not so much as interactive as just 'feedback'.

Trying to come to grips with the commonly accepted use of these terms I'm now
assuming Mark's definition is 'generally accepted'
What I am trying to say is covered in Hypothesis 5: 'the facilitation of education
processes'. The difference I had in mind includes the idea that generally a static web
site is less supportive of interaction than a web based forum.
