Can you provide more information? Does the purpose of the evaluation
influence the "what", "why" and "how" etc.? Are you recommending for
adoption within a state-wide curricular? What about those who will use the
software - what are their expectations and how will their experience colour
their use of these types of resources?

The broader contexts are explored on the innovation diffusion / adoption
