On Thursday, 25 March 1999, Rich Ryba posed the following questions:

"QUESTION #1 Is there any face2face, classroom time requirement in your class?

QUESTION #2 What is the approval process for a distance education course?
Is it the same or different from the academic approval process for
campus-based courses?

QUESTION #3 Regarding the tuition/fees for distance education courses, do
students pay the same for distance ed courses versus on-campus courses?
(Are there additional charges?)

QUESTION #4 Do out-of-state students pay an out-of-state tuition?"

We have a unique situation here at IMSA. Though we are a state funded
public high school for the gifted and talented, I work in The Center which
is a professional development office. I work mostly with educators from
the state of Illinois but also offer International workshops each year and
maintain an International listserv. Having taught in the public schools,
private schools, community colleges, undergraduate, and graduate course
levels at universities, I feel I am able to reflect on the patterns that
exist in education. Our online learning courses are in the early stages of
development and mostly tied to grants from Ameritech and the Scientific
Literacy Network. This colors our efforts in many ways. Now that you know
where I am coming from, perhaps my comments won't apply to your situation
or perhaps they will expand the box in which we move.

#1 We always require at least an initial face to face meeting with the
learners, no matter what their age or experience level.

#2 Our workshops are either tied to a grant or initiated by our
colleagues. They are designed at the request of educators and innovators
within the IMSA community or at the state level. Our campus-based courses
are handled the same way except for the required courses every high school
must offer. If the subject team agrees, then a course is developed. In
the case of online learning at IMSA, the grants have dictated the course
requirements and approval is fairly automatic.

#3 Educators from the state of Illinois may receive free or reduced
workshops depending on their association with the Illinois Problem-Based
Learning Network or authorship of the grant. We have a sliding scale on
which we base the cost of our workshops depending upon the materials and
resources required. So far the cost for online learning has been about the
same as for on-campus workshops. When grants run out we may have to charge
more. For now, grants are covering not only the cost of the online courses
but also materials such as computers and software and occasionally stipends.

#4 We do not charge out-of-state learners any more than in-state
learners except that travel and lodging may cost them more. These are
incidentals paid for by the individual or school district sponsoring the
learner.
