Karen,

Teacher Universe (www.teacheruniverse.com) offers training on using
technology in the classroom. They can provide information about just *why*
that's the best approach. The short answer is, of course, that

  a) you can't add extra burden on already overworked people, and expect it
to happen or happen effectively

  b) you can't necessarily self-learn in a new domain, that's why we HAVE
teachers,

  c) it generates better morale if you demonstrate support for teachers by
scaffolding new innovations

  d) most importantly (to the school district) it'll give you far better
return on the investment you've already made in the technology.

There are lots of examples where introductions of technology had zero or
negative impact because the lip service of caring was undermined by the
overall approach. Valuing the technology and not the teachers won't make
the teachers effective instructors using technology.
