A question was raised about how to stop sending duplicate copies of messages
to this mailing list.

I could be wrong, but I believe the way to set up Microsoft Outlook Express
so that it does not send two copies of each message is to go to the "Tools"
menu, select the "Options..." item, and click on the "Send" tab.

Make sure that the "Mail sending format" is set to "Plain Text."

Then click on the "Settings..." button next to "Plain Text" and make sure
that "MIME" is checked and "Encode text using:" is set to "None".

I think that will do it. Your messages won't be as pretty, but they should
be readable by almost anyone.
