One could argue that the new requirements amount to a change in the
teacher's contract, and thus merit renegotiating of the terms. If I were
defending the school system, I would argue that in-service training and
personal preparation time were assumed to be a traditional part of the job.
So whether the school buys new Xerox machines or new library reference
system, the teachers would have to cope with learning about the new
equipment anyway.

Normally, the litigation costs wouldn't be worth it to an individual. You
would have to prove that the new technology was unduly burdensome or
difficult to learn. (Personally, I would not want to risk testifying
against a bunch of 15-year olds who say it's easy). In systems where there
is a union, you may want to raise the matter for inclusion in the next
collective bargaining agreement.

Another possibility would be to identify courses which train persons to use
the new required software. Unless the rules have changed, it would seem that
any costs associated with training required by an employer to maintain
current employment, but not compensated, MAY be deductible on the next
year's income tax return. Check with someone competent in that field (tax
law or accounting) before assuming this will be the case.
