I would like to reply to Dave Bird's comment: "We tried this [requiring students to participate in on-line discussion], and we suffered a massive campaign of resistance from the students. This all demonstrates that like any information system, the introduction of a new process or application into an organisation requires careful analysis and change management."

In my experience, on-line dicussion groups are a waste of time, where many people, if they contribute at all, have mostly trivial comments to make. The secret to success is to use on-line interaction that requires students to DO something, not just express opinions. Examples could include case studies, projects, plans, reports, brainstorms, and decision making. E-mail and listserves do not support such activities.
