I think we are moving in this direction. I am connected with a group at
the University of Massachusetts which develops educational technology for
use on campus. We have projects to provide support for courses in history,
art history, chemistry and computer science. I think there are another
half dozen that I don't know about.
As a first step we are "hosting" online courses within the university.
Licencing them to other universities is a logical next step.
Some of the pubishing companies are also building web sites. I heard
of one that is connected with textbooks that supposedly gets a million
hits a month.
