I believe it's because pedagogical videos are not structured as good
drama. Professional dramatists know how to shape a cast of characters
so that they spark a good drama. Instructional dialogues need this
kind of craftsmanship too.

The technology for person-to-character dialogues is a current area of
research, but even the best of them are not yet ready for deployment.
At the MIT Media Lab, there is some good work underway on Embodied
Conversational Agents. I estimate that it will be another 5 years or so
before this technology comes of age.
