My experience is broadly consistent with your analysis. You and other
members of the IFETS list are in a position to fill the information gaps
you identify. I look forward to your posting.
In the UK, there is a lot of interest in the "e-U" (e-university concept)
and recently a wide-ranging LMS survey was commissioned by the HEFCE,
Higher Education Funding Council for England. I shall check to see when
that survey will be made public. You might find it a useful building block
for your larger enterprise (providing "a proper understanding of the
issue").
