Your search is much like that of 'A Coalition for Self-Learning' and their
program to "Creating Learning Communities." The Coalition is currently
developing a "Guidebook and Directory of Consultants for Creating Learning
Communities." A penultimate draft is now on its website under "Resources." I
think you'd be interested in the "Introduction" that defines what it means
by "Learning Communities." Like you they are thinking of communities of 10
to 15 families reaching out to friends and neignbors beyond the family to
help one another and develop cooperative community life long learning
centers (CCL-LLCs).
