We have been working on promoting community-based ICT Learning Centres in
the UK . The quality of the learning offer proposed by these projects has
been very variable.

There are those which present only a 'top down' model which is based
primarily on teaching business applications on computers to meet the minimum
skill demands of a global business economy. The more inspired projects are
offering a genuinely 'community responsive learning offer' which includes
vocational skills but equally engages potential users in decisions about,
content and delivery methodolgies of learning to meet their needs as whole
people not soley as potential employees.

It is clear that to produce a genuinely 'bottom-up' community curriculum
there is a need for focussed and sensitive community-work approaches. How
this is achieved clearly varies with communities but I would welcome any
examples of projects which have succeeded in producing this sort of result.
